Moving people a few blocks over isn’t a solution. It puts the problem on somebody else’s street and nobody gets any help.

What works is outreach, shelter beds and follow-through with the county on mental health and addiction services. It’s slower and it’s harder to fit on a mailer, but it’s the only thing that moves the number.
